Update
We are continuing to investigate this issue. The issue appears to be isolated to On-Premise CRM accounts and Dynamics 365 Online accounts are not impacted. We will provide updates as available.

We are currently investigating an issue where customers are seeing email sends being delayed in the EU. No available workarounds at the moment.
